Sectoral systematisation of corruption-prone factors in the draft laws of the Verkhovna Rada of Ukraine of the IX convocation

This study presents the results of independent civic monitoring of corruption-prone factors in draft laws submitted to the Verkhovna Rada of Ukraine from the beginning of its 9th convocation (September 2019) to December 2020.

The authors analysed the decisions of the Anti-Corruption Committee of the Parliament, the National Agency for the Prevention of Corruption, and the independent civic anti-corruption expertise on the presence of corruption factors in the draft laws. A rating of the Committees of the Verkhovna Rada of Ukraine of the 9th convocation, which received the most draft laws that do not meet the requirements of anti-corruption legislation, was formed. The study's peculiarity is demonstration of the most typical examples of corruption-prone factors in the draft laws of each committee of the Verkhovna Rada of Ukraine.
