Project goal

Ensuring an effective and fair system of compensation for the damage caused by Russia's war against Ukraine by developing, implementing and promoting practical tools and mechanisms that meet international standards and contribute to Ukraine's sustainable recovery.

Project objectives

𝟭 Accounting for losses incurred:

  • Implementation of transparent and reliable methodologies for collecting, verifying and analyzing damage data.
  • Create and advocate for common standards for damage assessment to ensure international recognition.

2 Analyze effective sources and instruments of compensation:

  • Identification and promotion of possible sources of compensation (Russia's seized assets, international assistance, other instruments).
  • Developing mechanisms of legal, diplomatic and financial pressure to obtain reparations from Russia.

3 Monitoring the process of using compensation funds:

  • Ensure transparency and accountability in the use of the resources received.
  • Implementation of public control mechanisms to prevent corruption and abuse.

Project tasks

𝟭 Development of analytical materials :

  • Preparation of research and recommendations on mechanisms for accounting for losses.
  • Analysis of international experience and best practices of compensation for damages caused by the aggression of the Russian Federation.

2 Advocacy tasks:

  • Conducting public campaigns to raise awareness of the public and the international community about the need for compensation for damages.
  • Participation in the development of legislative initiatives that ensure a transparent and fair compensation process.
  • Cooperation with international partners, governments and organizations to support compensation mechanisms.

Trackers

Confiscation Tracker is a project of the Institute of Legislative Ideas to monitor the process of confiscation (seizure, forfeiture) of aggressor state's assets around the world. The goal is to show the progress in different countries and understand how efficiently and promptly the confiscation of assets is being carried out; to find out which countries pioneer and which lag behind; and to be informed about the amount of funds that can be transferred to Ukraine for post-war reconstruction.
