The Institute of Legislative Ideas has published a policy brief on the situation around the International Centre for Culture and Arts (ICCA) in Kyiv, one of the most famous cultural centres of the capital, which is an architectural monument of national importance. The document covers the key issues related to the long downtime in the process of transferring this asset to temporary management.
In particular, the note states that since the start of the relevant procedure on 28 June 2023, the tender for the selection of a temporary manager has not been announced on the Prozorro platform for 20 months. Although in March 2025 ARMA issued a tender for the management of the ICCM, the auction was blocked due to a complaint from a participant regarding discriminatory conditions in the tender documentation. As of April 2025, the tender has been suspended, and the full text of the Antimonopoly Committee's decision is expected.
The policy brief also provides an overview of the criminal proceedings in which the asset was seized and transferred to ARMA. According to court rulings, ICCM was the subject of criminal proceedings for the illegal alienation of state property by the Federation of Trade Unions of Ukraine and related entities. The investigation established that the ICCM was to be sold without state approval, despite its cultural and historical value. By a ruling of the Pechersk Court in October 2022, the asset was transferred to ARMA for preservation and further management.
The Institute emphasises the need to introduce clear deadlines for holding tenders for the management of seized assets to prevent delays in procedures and loss of economic and cultural value of such objects. Delays in tenders pose risks both to the state budget and to the preservation of important public assets.
