The Government has adopted a resolution on the evacuation of museum objects, the development of which involved the Institute of Legislative Ideas

The Cabinet of Ministers of Ukraine has approved the Procedure for the Evacuation of Museum Objects. This decision is the result of long and meticulous joint work by state institutions and the expert community.

We welcome and thank the Ministry of Culture of Ukraine for this important step. The issue of protecting museum collections had remained in a regulatory “gray zone” for years, and since the beginning of the full-scale war, the need for a clear evacuation procedure has become critical. Today marks the first systemic step toward regulating this matter.

ILI experts, under the leadership of Anastasiia Petsenchuk, within the RES-POL project, contributed to shaping a systematic approach to the evacuation of cultural property and drafted the first version of this document. Thanks to the consistent and long-term efforts of the Coalition of Cultural Actors and civil society, ongoing advocacy pressure, and professional dialogue with the Ministry, this initiative did not remain merely a proposal but was ultimately brought to the adoption of a government resolution.

The text of the resolution has not yet been published in open access. As soon as the official version appears, we will prepare and publish an analysis of its provisions.

At the same time, the resolution is only the first step toward establishing an orderly model of action in times of crisis.

The next task is to enshrine this model at the legislative level. With the participation of the ILI team and профиль experts under the leadership of Oleksandra Kovalchuk, a draft law on the evacuation of cultural property has also been prepared. It is intended to establish sustainable mechanisms for coordination, financing, and accountability at the level of law.

The protection of cultural heritage during wartime must become not an exception, but a systemic state policy. And we are ready to continue working toward this goal.
