In the field of culture, ILI works to develop effective and sustainable cultural policy in Ukraine through:

• updating and improving legislation;
• harmonizing legislation with European standards;
• strengthening the capacity of cultural institutions;
• developing cultural management systems at the local level by strengthening
• the capacity of local communities and civil society organizations;
• developing sanctions mechanisms and tools to combat the illegal trafficking of cultural property.

Reforming the management of the Ukrainian Cultural Foundation and the State Film Agency

Project goal: to ensure public participation in reforming the Ukrainian Cultural Foundation (UCF) and the State Film Agency of Ukraine (SFA), as well as to increase trust in the SFA through analytical support and transparency in communication and advocacy regarding changes in its activities.

Project results:

• ensuring transparency of competitive procedures;
• renewal of the supervisory board;
• preparation of recommendations for reforming cultural institutions;
• creation of a specialized information and analytical platform to ensure transparency of competitive procedures and increase the capacity of civil society organizations to interact with the UCF and SFA;
• participation in the development of amendments to relevant legislation.

Legal analysis and systematization of legislation in the field of cultural heritage protection to ensure compliance with international standards (with the support of UNESCO)

Project goal: to promote the updating of the regulatory framework to ensure the effective protection and preservation of Ukraine's cultural heritage and to promote its compliance with international standards.

Project results:

• Preparation of a White Paper analyzing legislation in the field of cultural heritage;
• Preparation of an analytical document identifying critical systemic problems in the field of cultural heritage protection and proposals for their solution;
• Development of a draft Law of Ukraine “On the Protection of Intangible Cultural Heritage”;
• development of a draft Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Improvement of Mechanisms for the Return of Cultural Property that has been Illegally Exported”;
• conducting broad public consultations.

Rapid Expert Support for Culture and Media Policies in Ukraine (RES-POL) - Cultural Heritage Sector 

Project goal: to provide operational expert support in the formation and updating of state policy in the field of cultural heritage, aimed at strengthening the institutional capacity of relevant authorities, developing modern strategic and regulatory solutions, and ensuring the systematic preservation and management of Ukraine's cultural heritage in the context of war, recovery, and European integration.

Project results:

• Preparation of comprehensive proposals for amendments to regulatory and legal acts on the evacuation of cultural property and security protocols for cultural institutions in conditions of martial law;
• Development of a draft resolution of the Cabinet of Ministers of Ukraine “On the temporary relocation (evacuation) of cultural property... and its return”;
• Development of a draft law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Evacuation of Cultural Property During Martial Law” (with a full package of accompanying documents);
• Development of a draft law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Strengthening or Ensuring of the Protection of Cultural Property” (with a full package of accompanying documents).
