Anastasia Pezenchuk, head of the cultural department at the Institute for Legislative Ideas, discussed the results of a six-year study of the State Film Agency in an extensive interview with Detector Media
In cooperation with representatives from the film community, the Institute's team analyzed the State Agency of Ukraine for Film's operations and identified key problems that systematically hinder the development of the film industry.
Among the main conclusions of the study are
- The distribution of state funding in the industry remains opaque, with systematic manual control.
- The constant reassignment of the State Film Agency to various governing bodies undermines institutional stability and trust in the agency.
- The lack of a development strategy for the industry leads to a loss of direction for Ukrainian film production.
“Constant changes in leadership and management lead to a loss of institutional stability and systemic disruptions in the work,” said Anastasia Pezenchuk, commenting on the results of the analysis.
She emphasized that the Institute's team has already submitted its recommendations to lawmakers for consideration in new initiatives in the field of cinematography and is continuing its dialogue with the film community to achieve real change in the work of the State Film Agency. Among the proposed steps are updating the mechanism for forming the Council for State Support of Cinematography and introducing a transparent procedure for selecting its members.
