‘Behind the scenes of the State Film Agency’: ILI organised a public discussion entitled ‘Behind the scenes of the State Film Agency: analysis of the management and effectiveness of state film policy’

On 17 April 2025, a public discussion entitled ‘Behind the Scenes of the State Film Agency: Analysis of the Management and Effectiveness of State Film Policy’ was held, organised by the Institute of Legislative Ideas in cooperation with the Coalition of Cultural Activists and with the support of the International Renaissance Foundation. The event brought together over 50 participants, including representatives of the film industry, civil society activists, journalists, representatives of state institutions, and others.

The aim of the event was to create an open dialogue on current issues in the field of state support for cinematography in Ukraine and to find ways to improve it.

Participants had the opportunity to familiarise themselves with the Institute of Legislative Ideas' analytical report on the activities of the State Agency of Ukraine for Cinema. The document contains an in-depth analysis of the agency's work, its achievements and problems in the context of supporting Ukrainian cinema.

Special attention was paid to the consideration of draft law No. 6194 ‘On Amendments to Certain Laws of Ukraine on Support for Cinematography.’ The draft law has the potential to change the existing mechanisms for financing films, particularly in terms of transparency, competitive procedures and the evaluation of projects applying for state support.

Following the discussion, the participants developed a joint statement by the film community, which will serve as a basis for further dialogue with state authorities. The document will reflect the position of the public and film industry professionals on the principles according to which state film policy should be developed.

The organisers emphasised that creating a platform for such a discussion is an important step in reforming the Ukrainian film support system and increasing its transparency and effectiveness.

This is not the first time that the Institute of Legislative Ideas has initiated an analysis of state policy in the field of culture and cinema, seeking to ensure that it meets contemporary challenges and international standards. The discussion ‘Behind the Scenes of the State Film Agency’ was another step towards building a fair and transparent system of financing Ukrainian cinema.
