The first 3 billion euros from Russian assets for Ukraine in July and a loan of 18 billion pounds in the account of Russian money
Recently, our Western partners have been looking for new ways to use the aggressor's money for Ukraine. What does this mean - explained Taras Ryabchenko in the ether of Ukrainian Radio.
In July, Ukraine may receive the first €2-3 billion from the blocked Russian assets.
First of all, you need to understand that we are not talking about all the infamous 300 + billion euros of frozen Russian money, but about that part - about 190 billion, which are in Belgium in the Euroclear depository. In February of this year, the EU Council adopted a resolution according to which the profits generating frozen money do not belong to Russia, as they are reinvested on the policy of the depositary without the knowledge of Russia. Thus, these profits are managed by Euroclear, and they should be sent to Ukraine.
An important point about these assets is that at the suggestion of the President of the European Commission, Ursula von der Leyen, supported by several European countries, they can be used to strengthen Ukraine's defense capabilities.
Britain is ready to lend Ukraine all the frozen assets of the Russian central bank as a guarantee of payment of reparations from russia.
The plan, proposed by Foreign Secretary David Cameron, provides that the UK will lend Ukraine 18 billion pounds ($23 billion) belonging to the Russian Federation, "on account" of frozen assets. That is, the debt will return not Ukraine, but Russia from its blocked money. This plan is not only more radical, it is also more difficult to implement and so far we are not talking about the imminent receipt of this money.
What can Ukraine expect in the short term?
Speaking only about profits from Russian money, for the year we can get about 6-7 billion euros. The first 3 are from frozen assets in Euroclear, and somewhere we can count on the same amount from other depositories, which will be required to report profits from Russian money by the end of the year.
And in the long term?
Ukraine as a state and Ukrainian civil society actively promote the idea that the money of the Russian Federation should be transferred to Ukraine, without waiting for the end of the war, because compensation for daily destruction and human losses is necessary now. The search for additional sources of funding is a wonderful trend that should become part of the main goal - the transfer to Ukraine as a victim of the war of all frozen assets of the aggressor state.
