World for Ukraine summit organised by REDRESS in cooperation with Global Survivors Fund took place in Rzeszow
During the closed workshop on reparations, Tetyana Khutor presented the IWI's research on alternative instruments of financing compensation for the damage caused to Ukraine and Ukrainians.
The event was focused on finding ways to immediately compensate Ukraine for the damage caused by reparations. Special attention was paid to individual compensation for war victims.
Key takeaways from the summit:
The approach to reparations should be human-centred. Support for Ukraine's reconstruction should not replace individual reparations for victims. This requires enhanced cooperation between national and international actors.
While numerous mechanisms for confiscating state assets of the Russian Federation and its collaborators are being discussed in the UK, EU, US, Canada and Ukraine, there is no consensus on the legal basis for confiscation.
While these legal issues are being resolved, alternative ways of financing reparations should be sought, such as
- confiscation of assets as a penalty for violation of sanctions;
- taxation of excess profits;
- voluntary contributions from sanctioned persons or third countries.
It is important to emphasise that compensation to the victims of Russian aggression should be provided now, without waiting for the end of the war.
