With the beginning of the full-scale invasion and the closure of air traffic, bus transport has become one of the most popular means of travel

Within a few months, the Ukrtransbezpeka resumed raids on carriers and the media began to report more and more news about the exposure of dishonest officials who demand bribes from carriers.

We decided to investigate the grounds for abuse and identify the shortcomings of the existing procedure for such inspections. To do this, we studied the regulatory framework and practice of conducting inspections, namely

⚫ analysed more than 300 court cases

⚫ interviewed 75 passenger carriers in the form of an anonymous survey

⚫ conducted 20 interviews with representatives of the market, Ukrtransbezpeka and the relevant ministry

📃We will present the report with the results of the analysis at a public presentation organised by the Ministry of Communities, Territories and Infrastructure Development of Ukraine, the Institute of Legislative Ideas think tank and the State Service of Ukraine for Transport Safety on Monday 1 April.

The purpose of the event:

⚫ to highlight the identified shortcomings that indicate inefficiency and corruption risks of some procedures

⚫ to emphasise the need to review the existing state policy

⚫ to outline options for introducing systemic changes to the procedure for conducting raid inspections of carriers
