Why is it about the first successful case, if ARMA has been working for 7 years?

 In November 2023, the Government determined the procedure for the sale of assets managed by ARMA by two new decrees. This is property arrested in criminal proceedings, among which are sanctioned Russian assets.

From now on, seized assets located in Ukraine should be sold exclusively through state electronic bidding in the Prozorro. Sale system, which will minimize the risk of interference with the auction and ensure its transparency.

What is the procedure?

First, ARMA through a competition selects the organizers of the auction, which can be exclusively authorized in the Prozorro.Sales system of the company.

After selecting the organizer and concluding an agreement with him, he announces an online auction for the sale ofproperty in the Prozorro.Sale system. The first arrested asset put up for electronic auction under the new rules was 1.2 thousand tons of winter wheat grain of class 4.

Why did Polonex LLC become the implementer and ARMA cannot independently perform these functions?

The implementer of this lot was Polonex LLC, which won the auction contest. One participant registered to participate in the auction - Inga LLC, which offered UAH 4.9 million for grain, which exceeds the starting price of the lot, and became the winner.

Indeed, the implementation of this lot is not the first case of ARMA property as such, but for a long time, this procedure remained unsettled in Ukraine.

The first successful online auction for the sale of the arrested ARMA asset indicates the beginning of the open sale of such assets.
