Zelensky submits new bill to guarantee independence of NACP and  SAСP after scandal over bill No.12414

President Volodymyr Zelensky announced the approval and preparation of a new bill to guarantee the independence of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office. According to the head of state, the document provides “real tools to protect the system from Russian influence” and will be submitted to the Verkhovna Rada on July 24.

The initiative came after the Verkhovna Rada adopted bill No. 12414, which drew criticism from the anti-corruption community, concern from the European Union, and a wave of protests in various cities across Ukraine.

During a briefing, a spokesperson for the European Commission confirmed that Brussels is closely monitoring the situation and is ready to provide assistance to take the comments into account.

Tetiana Khutor, chairwoman of the Institute of Legislative Ideas, said on Suspilne TV that the withdrawal of the previous amendments is a positive signal for both Ukrainian society and international partners:

“Even the authorities will benefit from the bill being rolled back. This is a mature step, and society welcomes it,” she stressed.

According to the expert, the new document should restore trust in anti-corruption bodies, resume effective cooperation with international partners, and maintain a balance between a strong state and a free society.
