The Plan for Ukraine Facility 2024-2027 is a financial support programme for Ukraine from the European Union aimed at restoring, reconstructing and modernising the country, as well as supporting its European integration aspirations
The total budget of the programme is up to EUR 50 billion, which will be provided in the form of grants and concessional loans over the period 2024-2027.
The Ukraine Facility is implemented in close cooperation between the European Union and Ukraine. The special emphasis of the Ukraine Facility is on transparency, accountability and the achievement of concrete results.
ARMA, as one of the key institutions in dealing with seized assets, must comply with the best policies and standards of the European Union. Therefore, a special law on ARMA should reflect the key principles and procedures that will ensure the effective management of seized assets.
Despite significant developments in ARMA's activities in recent years, the opening of the Seized Asset Register, successful examples of asset management and sale, and the filling of the State Budget, the issue of proper regulatory framework for the public authority's activities remains unresolved.
Given the existing difficulties in ARMA's activities, Clause 4.7 of the Indicators of the Ukraine Facility 2024-2027 Plan sets out the requirements for a new law that will reform the agency:
- a transparent and merit-based selection procedure for the head of the agency, including integrity and professionalism checks that are credible
- an independent external performance evaluation system;
- a transparent procedure for the management and sale of seized assets under the agency's control.
The deadline for Ukraine to fulfil its obligations regarding legislative changes to the ARMA is the first quarter of 2025.
If all EU requirements are met, Ukraine will receive more than €12 billion in 2025 under the Ukraine Facility programme, including €3.5 billion that could be disbursed as early as the end of March 2025.
