Tetiana Khutor, Head of the Institute of Legislative Ideas, presented Ukraine’s experience in developing its sanctions policy at the international Ljubljana Sanctions Conference in Slovenia, delivering a presentation titled “Development of Ukraine’s Sanctions Policy: Achievements and Challenges in the EU Integration Process.”

In her speech, Tetiana outlined the three stages of Ukraine’s sanctions system — from the adoption of the Law “On Sanctions” in 2014 to the establishment of asset confiscation mechanisms in 2022 and the upcoming criminalization of sanctions violations expected in 2025.

Ukraine’s sanctions-based confiscation model has already returned millions of dollars to the state, while the High Anti-Corruption Court has demonstrated that even in wartime, justice in Ukraine can be both effective and transparent. The latest phase is a crucial step toward harmonization with EU legislation, particularly Directive 2024/1226.

ILI’s participation in the conference highlights the recognition of our expertise at the European level. We are not only learning from the EU but also contributing to shaping a modern, effective sanctions policy that serves as a model for others.
