The Verkhovna Rada has registered two draft laws on audit activities
Imagine that you have decided to take a mega-important exam. You come to the examiner, and he or she draws up the task, chooses the grading system, prepares you, and then checks you. But no one controls him. You pay, say, a few hundred dollars - and voila! - you've passed. And how would you react if the surgeons on whom your life depends passed the exams in this way? We guarantee it would be negative.
But for some reason, we don't even know about such subtleties in the field of inspections and audits, which affect the transparency of the economy and our money. However, the government and MPs seem to have a different view on this issue.
Two draft laws on audit activities have been registered in the Verkhovna Rada. One was authored by Denys Shmyhal, the other by Danylo Hetmantsev and other MPs.
But we found corruption risks here:
- The key problem with the government's draft law No. 6245 is the broad powers of the certification commission. This commission will be able to determine at its own discretion those who develop exam tasks, determine how to evaluate them, and those who prepare for the exams. And it is allowed that these are the same people.
- In fact, the control over the audit exams will be completely in the hands of the same people, who will have essentially monopolistic influence
We support the need to improve the provision of audit services. However, we urge you to finalise certain provisions of the draft laws that contain corruption factors.
