Draft law No. 7353 proposes to establish financial assistance for certain categories of citizens for damage to life and health caused by the military aggression of the Russian Federation

The followingpersons may apply for the payment

 civil servants

 employees of critical infrastructure facilities

 journalists

 family members of the above-mentioned persons.

The source of the allowance is the reserve fund of the State Budget, which is formed at the expense of

1) the State Budget

2) assistance programmes of the EU, foreign governments, international organisations and donor agencies.

This draft law is an extremely important and necessary initiative, but it contains a number of shortcomings:

 The legal status of who makes decisions on the allocation of financial assistance is not defined.

 There is no clear procedure for granting financial assistance
