The new draft law No. 7380, like the recently registered No. 7267, is aimed at changing the counterintelligence system.

MPs decided to create a new body, the Military Intelligence and Counterintelligence Service of Ukraine. It will replace the intelligence agency of the Ministry of Defence of Ukraine and take away the powers of the SBU in military counterintelligence.

However, the provisions of the draft law contain corruption risks, may violate the rights of individuals, and may become an instrument of pressure on business.

In particular, the SSU and the new body will be able to:

📌 collect information from any phone

📌 block websites;

📌 create nightmares for businesses by issuing warnings and recommendations that are mandatory for consideration

📌reward people who help counterintelligence at their own discretion.

The ILI and the expert community once again emphasise the untimeliness of such changes and the riskiness of making such decisions during a full-scale war.
