Yesterday, France publicly declared non-support for the confiscation of Russian money. This once again confirms the words of the head of the ISI Tatyana Khutor: "When it comes to confiscation of small money, the existing right and common tools operate. When it comes to hundreds of billions, this decision is purely political. "

- The difficulties of obtaining Russian money stem from political will.
Until recently, the transfer to Ukraine of even profits from Russian assets seemed impossible due to legal and financial obstacles. However, a political decision was made, so the tools of this transfer and directions of use are already being developed. On February 12, a decision was made on a separate accounting of income from assets of the Russian Federation for further transfer to Ukraine, and on February 28, the President of the European Commission proposed their use for the purchase of weapons.
The situation is similar to the entire amount of frozen Russian assets. More and more countries support the idea of a large confiscation, in particular, the USA, Canada, Great Britain, and Japan. The main opponents of this idea are Germany, France, and Italy. As soon as a political decision is made by all partners of Ukraine, the world's best lawyers will create such rules of confiscation that will comply with the legislation of each country. Even if they do not answer, each country will change its legislation to match the political decision.

In this war, both Ukraine and the world are using anti-corruption mechanisms to get Russian money. In particular, the asset recovery tool, which is actively used to obtain money received through corruption crimes, allows Ukraine to transfer fines and assets recovered from Russians to bypass sanctions.
A striking example is the case of Malofeev, according to which the United States transferred the first 5.4 million dollars to us. In the future, this mechanism will bring us more and more financially tangible results.
- Anticor and reconstruction
The general concept of the country for reconstruction is to build back better. This is not just the restoration of buildings or infrastructure, it is the creation of jobs, the work of Ukrainian companies, and the development of the national economy. Ukraine promotes the idea that it is our country that should be maximally involved in the reconstruction processes so that the money works for Ukraine and stays here, not with foreign contractors. This is possible if you can squeeze the idea of maximum transparency.
Now many NGOs, in particular the Institute for Legislative Ideas, promote public participation in commissions that decide how funds for reconstruction are distributed, how transparently this happens, and how effectively anti-corruption tools work.
- Corruption was one of the reasons that made this war possible. Therefore, an effective fight against it, and working anti-corruption tools are already significantly helping us to receive Russian money and rebuild the country. It is Ukraine that must demonstrate primacy in these processes.
