On Monday, 1 April, a public presentation of the analytical report of the ILI on the shortcomings and promising ways to improve the procedure of road transport raids took place
After analysing the current legislation, more than 300 court cases and talking to representatives of the State Service of Ukraine for Transport Safety, the relevant ministry and carriers, we came to the conclusion that the biggest problem is outdated and poor quality legislation. Therefore, Andriy Klymosyuk shared the results of the study and recommendations for addressing the existing shortcomings for both transport policy makers and implementers. In their turn, Deputy Minister of Infrastructure Serhiy Derkach and Head of the State Service of Ukraine for Transport Safety Yevhen Zborovsky spoke about ways to improve the inspection procedure and the steps already being taken in this direction.
The event was attended by representatives of the Ministry of Communities, Territories and Infrastructure Development of Ukraine, Ukrtransbezpeka, specialised NGOs and the market. They discussed their vision of the current situation, existing problems and ways to introduce systemic changes to the procedure for conducting raid inspections of carriers.
We are grateful to the government authorities that facilitated the study, as well as to market representatives who were open to the public. We hope that the study will serve as a basis for improving the regulatory framework and practice of conducting inspections.
