Last week, MPs voted in favour of the relevant law.
The adopted law introduces a new type of sanction - the seizure of assets belonging to individuals or legal entities, as well as assets that they can directly or indirectly dispose of, for the benefit of the state. In short, confiscation.
It means the complete deprivation of rights to property, rather than the restriction of the right to dispose of it, as is the case with classical sanctions instruments. That is why such a harsh measure will be applied only during the period of martial law and will apply only to those persons who have previously been subject to sanctions in the form of asset freezes.
The confiscated assets are intended to be used to strengthen Ukraine's defence capabilities and rebuild the country.
The sanctions will apply to individuals and legal entities that:
1) by their actions have created a significant threat to the national security, sovereignty or territorial integrity of Ukraine (including through armed aggression or terrorist activities)
2) significantly contributed (including through financing) to the commission of such actions by other persons.
