The Institute of Legislative Ideas calls on the government to approve the SACP for 2023-2025 without distorting its content and without violating the law and Ukraine's obligations to international partners

“The State Anti-Corruption Program is the document that describes in the most detailed way how we will fight and minimize corruption in Ukraine in the coming years. No other document of this kind has been developed since Ukraine became independent. It is so detailed and well-grounded that its implementation can close many corruption loopholes in every sphere: from courts to defense,” said Tetyana Khutor, the head of the ILI, on the Kyiv TV channel.

According to her, the ANP is an applied document that provides for 1730 planned measures to be implemented to achieve anti-corruption goals. About 100 government agencies are responsible for implementing the program.

In fact, without the adoption of this document, a transparent and effective recovery of Ukraine is impossible. In addition, the adoption of the ANP is one of the requirements set by the EU for the Ukrainian authorities. 

“Our European colleagues and partners will not entrust us with really big money if we still have all these corruption holes. The Institute of Legislative Ideas has been engaged in anti-corruption expertise of legislation for more than 7 years, we have analyzed more than 8 thousand draft laws, andaccording to our experience, corruption holes are often repeated... The State Anti-Corruption Program highlights them, it shows what and who needs to do to close them,” explained Tetyana Khutor.
