Tetyana Khutor, Head of the ILI, spoke at the civil society forum about who and what stands in the way of implementation of the State Anti-Corruption Programme
The SAP is an extremely important document for anti-corruption policy in Ukraine. It is aimed at implementing the state anti-corruption strategy, a kind of ‘working plan’. The document spells out who has to do what, why, and when.
Tetiana Khutor noted that there are four actors whose actions can hinder the implementation of the SAP. These are government agencies that have to implement anti-corruption measures, the top leadership of the state, the parliament, and the public, which have to monitor and promote change.
