ILI Chairwoman spoke on Kyiv 24 about the likelihood of extraditing the "Mindichgate" suspects

The chances of extraditing Tymur Mindich and Oleksandr Zuckerman to Ukraine, if they are detained, are not very high, as Israel does not extradite its citizens. This was stated by Tetiana Khutor, Head of the Institute of Legislative Ideas, on Kyiv 24.

“Most other countries also do not agree to extradite individuals to Ukraine due to the war and because Ukrainian pre-trial detention facilities do not meet EU requirements for detained persons. Lawyers use this aspect, effectively manipulating it and achieving the outcome that a person is not extradited,” the expert noted.

According to her, Interpol helps Ukraine make criminals’ lives more difficult if they are outside Israel.

“If the case does not have a political or discriminatory nature, Mindich and Zuckerman will receive a red notice in other countries if they cross the border. Accordingly, national law enforcement authorities must respond to Interpol’s information,” Tetiana Khutor explained.

She also reported that the Specialized Anti-Corruption Prosecutor’s Office (SAPO) and individual prosecutors are currently working on the recovery of corrupt assets belonging to sanctioned individuals. However, this issue is still underdeveloped in Ukraine.

“All resources are directed toward holding the person accountable. During this time, assets are moved out, re-registered to other individuals, or changed in form. This practice is widespread worldwide,” said the Head of ILI.

Tetiana Khutor added that all assets of sanctioned individuals Mindich and Zuckerman related to the crime are subject to seizure. Currently, significant resources are being spent on locating these assets and freezing them abroad and in Ukraine.

“Such cases will show whether the recovery of corrupt assets can work. This will protect billions in taxpayers’ money from other criminals’ attempts to profit from it. Regardless of the verdict in the criminal case, these assets will be recovered. We are working to introduce this instrument in Ukraine,” the expert concluded.
