The Institute of Legislative Ideas took part in the Ukraine Recovery Conference 2025, one of the leading international platforms for discussing approaches to Ukraine’s post-war recovery.
ILI was represented at the conference by its Chairwoman, Tetiana Khutor, and Project Manager, Andrii Klymosiuk. Tetiana Khutor spoke at a panel discussion dedicated to the economic challenges and opportunities of Ukraine’s recovery. The discussion brought together representatives from various sectors and focused on key issues such as legal mechanisms for the use of frozen Russian assets, the need for effective sanctions policy, and the engagement of the private sector in financing reconstruction efforts.
The event was held in an open format, followed by a closed roundtable discussion. Its main goal was to draw attention to the issue of frozen assets within the framework of the Ukraine Recovery Conference and to discuss concrete proposals for their confiscation.
With Ukraine facing a need for over €500 billion in economic recovery funding over the next decade, the issue of engaging frozen Russian assets is becoming particularly important. Their use is seen as a key tool for ensuring a fair and effective recovery process for the country.
