The Institute of Legislative Ideas joined the organization of an international conference in Qatar
This week we are participating in one of the world’s key anti-corruption forums as a co-organiser and civil society focal point for Ukraine.
The 11th Session of the Conference of the States Parties to the UN Convention against Corruption (UNCAC CoSP11) takes place every two years and brings together states, international organisations and civil society to assess how the Convention is implemented in practice, not merely reported on formally.
A core role of civil society within the UNCAC framework is parallel (alternative) monitoring. It complements official state reporting and provides an evidence-based assessment of the real state of anti-corruption policy. ILI has already prepared such a parallel monitoring report for Ukraine, which is presented as part of CoSP11.
At UNCAC CoSP11, ILI: co-organises and contributes to discussions including “Ukraine’s Resilience:
- Anti-Corruption for Post-War Recovery,” “Victims’ Compensation and Justice – Tackling Impunity,” and the side event “West’s Fault Lines: Sanctions and State Capture”;
- presents Ukraine’s civil society report on UNCAC implementation;
- acts as Ukraine’s civil society focal point in cooperation with the UNCAC Coalition, promoting transparent, accessible and public parallel monitoring.
An important outcome of this work is Ukraine’s accession to the UNCAC Review Transparency Pledge. With ILI’s support, Ukraine committed to ensuring transparency of the UNCAC review process and meaningful civil society participation – a step officially confirmed by the National Agency on Corruption Prevention (NACP).
Throughout CoSP11, we will continue to share what ILI is doing at the conference, how parallel monitoring works in practice, and why civil society is essential to the effective implementation of anti-corruption commitments.
