Mechanism for using frozen Russian assets to benefit Ukraine: commentary by Tetiana Khutor
The US already has a mechanism in place that allows frozen Russian assets to be used to help Ukraine. Tetiana Khutor, chairwoman of the Institute of Legislative Ideas, spoke about this on Kyiv24.
According to Tetiana Khutor, the United States has created a legislative framework that allows Russian assets to be seized and frozen, as well as confiscated and used to support Ukraine. This opens up new opportunities to provide assistance without putting additional financial pressure on other international partners.
Tetyana noted that this step could be a breakthrough in changing the rhetoric of some American politicians, particularly in the context of Trump's statements about refusing to supply weapons to Ukraine free of charge. However, she said that “it is possible to buy weapons with Russian money,” which is an important step in this direction.
Why it matters:
1. Providing additional assistance without financial burden: The use of frozen assets will allow Ukraine to obtain more weapons without increasing the burden on the financial resources of Western partners.
2. Precedent for the international community: This could be the first time that an aggressor country's assets are not only frozen but also confiscated, setting a precedent for other states.
3. An example for Europe: Since significantly more Russian assets are frozen in Europe, such actions by the US could signal to other countries to take responsibility for confiscating and using these funds for the benefit of Ukraine.
The Institute for Legislative Ideas continues to work to ensure that Russian assets work for the benefit of Ukraine.
