Criminal Legal Means of Combating Sanctions Violations: Ukrainian and International Perspectives. Panel Discussion at the IX Kharkiv International Legal Forum

The system of international sanctions imposed in response to the Russian Federation's aggression against Ukraine has highlighted the need to form comprehensive legal mechanisms to counter their violation and evasion. Criminal legal regulation plays an important role in ensuring an appropriate level of punishment (justice) and prevention.

The panel discussion aims to analyze the current state of criminalizing sanctions violations in the European Union and Ukraine, the practical challenges of its implementation, and potential directions for improving legal regulation. Participants will also examine judicial practice being formed under martial law and compare the Ukrainian experience with international approaches, particularly within the framework of European Union law.

Special attention will be paid to common sanctions evasion schemes in both foreign and domestic practice, as well as an analysis of the provisions of EU Directive No. 1226 and its significance for forming an effective national criminal-legal system to counter sanctions violations.

The discussion will involve representatives from the academic community, government bodies, and the expert community, whose presentations will provide an integrated review of both theoretical and practical aspects of applying sanctions restrictions within the criminal-legal field.

The event is organized by the Department of Criminal Law at the Yaroslav Mudryi National Law University in collaboration with the think tank "Institute of Legislative Ideas."
