The Register of Damage for Ukraine (RD4U) opens submission of applications for missing family members

Since 24 February 2022, many Ukrainian families have faced the painful uncertainty of missing loved ones. Now they can apply for compensation in the future. The Register of Damage for Ukraine (RD4U) is the first component of an international compensation mechanism that records the damage caused by Russian aggression.

The new A2.2 category of claims provides compensation for mental pain and suffering suffered by applicants due to the disappearance of a close family member. To apply, it is necessary to provide information about the applicant, information about the missing relative, the circumstances of his or her disappearance, and confirmation of entry in the Unified Register of Persons Missing in Special Circumstances. Some of the information will be automatically retrieved from the registers, simplifying the process of filing applications through the Diia portal. The Institute of Legislative Ideas has prepared a detailed Guide to help you understand all the nuances of the procedure.

Parents, one of the spouses, civil partners, and children of the missing person can apply. Other family members can also apply if they can prove that they have a legitimate interest, including close family ties and dependence on the missing person.
It is important to note that in case the whereabouts of the missing person are established or his or her death is confirmed, the applicant is obliged to notify the Register.

Detailed information on the terms and procedure for submitting applications can be found on the official website of the Register of Losses for Ukraine. This initiative is an important step towards documenting war crimes, compensating for damages, and supporting families who have suffered losses due to Russian aggression.
