The Institute of Legislative Ideas presented Ukraine's experience at the Global Forum on Anticorruption Partnerships in Washington
On 8–9 April 2025, the Global Forum on Anticorruption Partnerships, organised by the World Bank, took place in Washington. The forum brought together over 400 leaders from different countries working to fight corruption and strengthen governance. Ukraine was represented at this prestigious international event by the Institute of Legislative Ideas.
ILI Chair Tetiana Khutor spoke at the Global Forum on Anticorruption Partnerships panel. She spoke about the unique role of civil society in Ukraine, especially in the context of war and democratic resilience.
Tetiana Khutor emphasised that Ukrainian civil society is not limited to the role of observer or critic of the state, but actively supports its development: ‘It is not enough for us to be active, we must be influential. We are not replacing the state – we are helping it to become better.’
She also highlighted the important features of the Ukrainian approach to involving civil society organisations in public administration processes:
- participation in public consultations on draft laws and policies,
- conducting independent anti-corruption expert reviews of draft laws,
- participation in the work of disciplinary and competitive commissions of state bodies.
Tetiana emphasised that, unlike many other countries, Ukraine has maintained democratic processes even in the context of a full-scale war, and that a strong civil society is one of the foundations of the country's stability and development.
The presence of the Institute of Legislative Ideas at the World Bank forum is an important testimony to the recognition of Ukraine's experience in the fight against corruption at the international level. The Ukrainian model of interaction between the state and civil society organisations can serve as an example for other countries seeking to strengthen democratic institutions and enhance anti-corruption mechanisms.
