ILI organized a discussion jointly with the UK Embassy and Centre for Geopolitics
Justice cannot wait for a convenient moment.
During the discussion Europe at a Turning Point: Reparations Lending and the Future of Ukraine’s Financial Security, organised by the Institute of Legislative Ideas together with the Embassy of Ukraine to the UK and the Centre for Geopolitics / Razom for Ukraine, ILI Chairwoman Tetiana Khutor stressed that decisions on Ukraine are not made in a vacuum. They are shaped by economic interests and political compromises first – and only then by rights.
Ukraine is entering a critical financial period. Without clear guarantees of interim financing in 2026, the risk of a fiscal shock becomes very real. At the same time, the issue of compensation for victims of Russian aggression is growing: tens of thousands of claims are already registered in the Damage Register, with millions more to come. Behind each claim are destroyed homes, lost livelihoods, lives, and health.
Even according to European Commission estimates, actual payouts may not begin before the second half of 2026. Delayed justice is a form of inaction. As UK Prime Minister Keir Starmer put it: “The clock is ticking. Pay up now”.
This is why the Institute of Legislative Ideas insists at the international level: international assistance to Ukraine cannot replace reparations that Russia must pay. Revenues from Russian assets cannot remain “neutral” when victims’ right to real compensation is at stake.
