As part of the workshop ‘New dynamics in illicit economies and conflict after the Russian invasion of Ukraine’, Tetyana Khutor presented her research on ISI in British academic, governmental, and expert circles.
What was discussed and what conclusions were reached:
Scientists are studying what schemes Russians use to circumvent sanctions and what factors influence this. However, sanctions and sanctions evasion are usually not researched by lawyers, so legal factors are not studied. This allows Russians to maneuver between jurisdictions and evade sanctions.
An additional factor is that in 2022, several thousand new companies with Russian beneficiaries were opened in countries that help circumvent sanctions. This means that it is the Russians who are helping the Russians to circumvent the sanctions regimes.
What is the state of legislation on criminalizing sanctions evasion in different countries and why is it important on the way to compensating for the damage caused to Ukraine - in our study.
