ILI to present assessment of ARMA's performance over the past two years
The Institute of Legislative Ideas (ILI) invites you to attend the expert discussion "What the Reform Did (Not) Change: ARMA Shadow Report."

The event will begin with the presentation of the Shadow Report, followed by an expert panel discussion and an open exchange on its findings.
Language: Ukrainian, with English interpretation available for international participants.
About the Event
The Asset Recovery and Management Agency (ARMA) has consistently attracted significant public and media attention due to its mandate to manage tens of thousands of seized and recovered assets worth billions of hryvnias. The agency's limited performance became one of the key reasons behind the adoption of ARMA's institutional reform.
The Institute of Legislative Ideas has analysed how ARMA operated prior to the reform and assessed the initial results that can already be observed following its implementation.
Based on this analysis, ILI experts prepared the ARMA Shadow Report, covering the period from 2024 to 2025, as well as developments in 2026 related to the implementation of the reform. The report highlights both the progress achieved during this period and the remaining systemic challenges that require further improvement.
Together with Members of the Parliament of Ukraine, representatives of the Ministry of Economy of Ukraine, and ARMA officials, we will discuss the report's findings, the key challenges of the reform, and priorities for the further development of Ukraine's asset recovery and asset management system.
