The Head of ILI spoke on 1+1 about the changes Ukraine needs to avoid new corruption scandals
The involvement of former Minister of Justice Herman Halushchenko in obstructing NABU detectives in the “Midas” case demonstrates the imperfections of the state system, said Tetiana Khutor, Head of the Institute of Legislative Ideas, during the “United News” telethon.
“The system needs to be changed. Unfortunately, some of its worst features were actively exploited by Halushchenko, and not only by him. Changing the system is not a matter of one day – it requires the efforts of many people and time to ensure that such cases become less frequent,” the expert noted.
According to Tetiana Khutor, ministers and other officials will try in every possible way to resist the work of NABU and SAPO in order to avoid coming under their scrutiny. She also emphasized that Ukraine currently lacks legal instruments that would allow for the expedited confiscation of assets of unclear origin through civil court proceedings, or assets directly connected to a committed crime.
“This is homework awaiting the Ukrainian parliament in order to develop the necessary amendments. In the future, everyone connected to such crimes must understand: no matter how much stolen money has been transferred abroad, you will still have to return it,” the Head of ILI stated.
She stressed that Ukrainian courts and law enforcement agencies face the task of recovering illegally transferred assets in cooperation with international partners.
“Even if Halushchenko is imprisoned, his detention will be funded by taxpayers. It is crucial for us that the hundreds of millions in stolen funds are returned to Ukraine,” Tetiana Khutor emphasized.
