The document is aimed at improving legislation for the reconstruction of Ukraine

The Institute of Legislative Ideas has signed a Memorandum of Cooperation and Interaction with the Ministry of Development of Communities and Territories of Ukraine. The purpose of the document is to establish a long-term partnership to ensure effective, transparent, and accountable reconstruction of Ukraine.
ILI and the Ministry of Development will work on the development and implementation of sound policies and legislation; the harmonization of reconstruction approaches with European Union law; the introduction of anti-corruption mechanisms into reconstruction planning and implementation processes; and improving the efficiency of reconstruction resource management, including assets linked to the circumvention and violation of sanctions regimes, with a view to directing them toward financing Ukraine's reconstruction.
ILI's key area of cooperation is expert and analytical support. In particular, the team will work on: conducting a comprehensive analysis of legislation and practices in the field of reconstruction, including the identification of regulatory gaps and corruption risks; carrying out anti-corruption reviews of legal acts and strategic documents; preparing analytical reports, briefs, recommendations, and methodological documents; and developing proposals for improving legislation in the areas of reconstruction and infrastructure project management.
The memorandum also defines joint areas of cooperation, such as the preparation of analytical products, the development of legislative initiatives, the conduct of consultations and public discussions, the communication of cooperation outcomes, and the preparation of proposals for international partners and donors.
ILI continues to work systematically on the legislative framework for reconstruction, so that Ukraine's recovery is transparent and just.
