The Institute of Legislative Ideas, together with partners, proposed changes to legislation that will promote transparent and effective management of the Ukrainian Cultural Fund
On September 9, the draft law "On Amendments to the Law of Ukraine 'On the Ukrainian Cultural Fund'" was presented at the Ukrinform agency. The Institute of Legislative Ideas contributed to preparing an alternative version of the document. ILI’s Project Manager, Anastasia Petenchuk, along with Vladimir Vorobey (Agency for Economic Development PPV Knowledge Networks, RES-POL project, Member of the Supervisory Board of UKF 2024–2027) and Bohdan Lohvynenko (Ukraїner, Member of the Supervisory Board of UKF 2024–2027), developed proposals aimed at improving the governance of the Ukrainian Cultural Fund, ensuring its transparency, accountability, and alignment with the state's strategic objectives and public demand.
ILI's proposals cover a range of important governance issues, including clear rules for forming and electing the Supervisory Board, including representatives from civil society and cultural institutions; creating a Nomination Committee for fair selection of candidates; mechanisms for recalling, regulating the work, and compensating members of the Supervisory Board; aligning the cultural strategy with the UKF program and annual priorities; asynchronous rotation of governing bodies to maintain institutional continuity; as well as defining the powers of bodies and introducing non-financial performance evaluation for the Fund.
ILI and its partners emphasize that these issues were not fully addressed in the Ministry of Culture's draft, which creates risks for transparency and effectiveness in management. Therefore, they proposed solutions that meet public demand and enhance the institutional capacity of the UKF.
