ILI has prepared a practical guide for civilians who have acquired a disability as a result of Russian aggression

A civilian has been wounded as a result of a Russian strike. How can they document the health damage and obtain the status of a person with war-related disability?

For many victims, this path seems confusing and exhausting: hospital, medical documents, criminal proceedings, expert examinations, commissions, decisions by state authorities. That is why the Institute of Legislative Ideas has prepared a practical guide for civilians who have acquired a disability as a result of Russian aggression.

In it, we explain in plain language:

  • how to properly document an injury and what documents to collect;
  • what stages a victim must go through;
  • how to apply to the Interdepartmental Commission;
  • why it is important not to lose evidence;
  • the rules for submitting applications to the Register of Damage for Ukraine under category A2.3 "Serious Personal Injuries."

This guide may be useful to victims, their families, lawyers, human rights organizations, communities, and everyone who assists civilians wounded as a result of the war. The right to support and compensation begins with properly documented damage.
