ILI experts analyzed the results of transferring four sanatoriums into temporary management
In 2025, the state budget received approximately UAH 1.86 million from the management of arrested assets linked to Viktor Medvedchuk and the Federation of Trade Unions of Ukraine. This refers to sanatoriums and recreational complexes transferred to the management of the Asset Recovery and Management Agency (ARMA). This is evidenced by an analytical study by the Institute of Legislative Ideas.
“The case concerns the Poliana and Sonyachne Zakarpattia sanatoriums (Zakarpattia region), the Beskyd recreation base (Ivano-Frankivsk region), and the Vedmezha Dibrova complex. Their total estimated value exceeds UAH 585 million. For some assets, the transfer to management via Prozorro was accompanied by repeated tenders, appeals, and rejection of bids due to insufficient justification of abnormally low prices. In particular, the Poliana sanatorium was transferred to management only on the fourth attempt,” ILI analysts reported.
According to their estimates, in 2025 the state budget received: UAH 647,689 from Poliana, UAH 685,096 from Sonyachne Zakarpattia, UAH 88,387 from Beskyd, UAH 440,003 from Vedmezha Dibrova. In addition, as of early 2026 (January-February), about UAH 1.6 million was received, mainly in the form of guarantee payments. However, these revenues are uneven: some assets generated no income. The remuneration of asset managers varies significantly – from 1% to 27.5% of revenue. At the same time, the management of two sanatoriums is concentrated in one company – Investment Company “TVK” LLC.
“Analysis of court proceedings shows that the management of these assets is complicated by systemic procedural issues. The arrests and transfer to management were carried out within several criminal proceedings related both to the illegal alienation of state property by structures of the Federation of Trade Unions of Ukraine and to suspicions of financing the actions of the aggressor state, as well as the illegal use of land and property,” the experts noted.
ILI believes that the case of sanatoriums and recreation complexes demonstrates typical challenges in managing complex and politically sensitive assets: low competition among managers, procedural delays, relatively low budget returns compared to asset value, as well as the significant impact of lengthy and fragmented court proceedings, which create legal uncertainty and directly limit the effectiveness of managing seized assets.
“According to ARMA, the results of the latest inspection of the management of the Poliana, Sonyachne Zakarpattia, and Vedmezha Dibrova assets comply with contractual terms. At the same time, violations were recorded for Beskyd, specifically the failure to implement asset insurance measures. Other actions taken by the manager generally comply with the management agreement,” ILI experts added.
